Importance, effort and domain are your own calls, set on each project's page. Urgency is computed from the timing you set and today's date, so it moves on its own. An empty quadrant is real. Projects with no importance or timing set are not plotted at all — they're listed below.

A captured idea with no judgement attached yet is an honest thing to hold — these just haven't had importance and timing set.
